The Tarawa and HMS Invincible are both examples of the problems that can occur. Helicopters spawn, may need to do cold starts, with the majority and priority of the spawn points actively block the take-off path needed for the Harrier. On the Nimitz and Forrestal class carriers there are often available catapults to use but if enough helicopters spawned then these too would be blocked in addition to the landing area.
